1. Call to Order

2. Review of Minutes:
Review and approval of annual meeting minutes of 5/3/25 as posted on the web and kiosks. – this gets voted on at the annual meetings

3. Correspondence (Board member to present synopsis of any written correspondence)
● Littering of beer cans in the streets of Delmar Subdivision
littering on Wallis, cans and cases, resident (Dan W) willing to setup trail camera but will need property owner permission.
Barb states she picks up in the area. Whoever mows large mower, mows over the cans and shreds them – leaving behind a hazard

4. Old Business:
a) Update: Beach Drainage Pipe Project (update given by Kurt Moon)
● The Drainage Pipe Project will not be starting this fall – looking into starting in the Spring of 2026. Project is currently out for bid
● Projected final cost of project is $92,310
● Discuss amount that Delmar can contribute from savings to offset cost to members
● Provide update about special assessment vs line of credit
o After the bank reviewed our finances and the number delinquencies, they identified a current delinquency rate of 25.81%, which equates to $12,350.
o In order for us to move forward with reassessing the loan request this rate would need to be reduced to 10% or approximately $4,700.
o This means that we would most likely have to fund the project via a special assessment. Cost per tax key would be $150 and due by December 31st, 2025
1st time out for bids none rec’d. Elected not to have bids that include frost charges so not in fall of 2025. 2 contractors interested but no bids rec’d. 1 bid rec’d $196000 – Batterman estimate was at $93000. Contractors really not looking for work this year – due to all the rain and weather. Delmar can pay $50000 from bank account. Can not get a loan due to our delinquency list. Voted at annual meeting to have a special assessment – board would like to do a special assessment of $150. Will give us close to what the project is estimated. If any difference the difference will come from the assessment’s rec’d. Special assessment of $150 – most bids are good for 45 days (up to 90 days)
Dan – asking regarding the “estimate” will we have the “padding” to cover the charges. Kurt is confident that the Batterman price and our “buffer” – what will happen? Another assessment?
We will always inform if the numbers are higher than $125000, looking for Spring or fall of 2025 best of the contractor’s schedule. Looking to have a guarantee of the project to done in 3 to 4 days.
How long will the beach be shut down asked by Sue H
Ed Miller stating this is a hard project for bids and such. He states that he feels the project will close the beach for 2 weeks due to his work experience. The beach would be closed the entire time of the project. The estimated $150 for $47000 won’t come close to the project price.
Kurt explained what the project details.
Resident suggest raise the special assessment to $175 – suggested by: Sharon Hoffman, Debi P, and Vince D – suggested to have a high late fee like $50 – Suggested by Debi P.
$175. Is votes to have motion Debi, 2nd Kurt = all hands raised for the change to $175 special assessment
Motion to have $105000.as a cut of – have blessing of residents Sharon H 2nd Debi P – all in favor/majority
Special assessment late is $50 per – motion by Kim, 2nd by Kurt & Sue – 1 opposed / majority ruled
Money due by year end.
Looking for the best bid – spring completed by May 15th or fall after Labor Day (this needs to coordinated with Austin Pier Service) — this is planned not to take a month

5. Committee Reports:
Financial Committee:
● Treasurer Report by Teresa Davis – Overview of current financial reports.
We had 42 Zelle payments for our assessments
Account balances information: checking: $13,308.43 & savings $69,281.62

Real Estate Committee:
● Updates on delinquency list given by Kim Dorl
Last year we had 66 delinquent, 13 serious delinquency, down to 11
Currently we have 37 delinquent this year, 5 serious delinquents
Kim attempts to text, email and mail letters to delinquent residents
Sue H asked if the special assessment delinquent to go on delinquent list – yes they will be listed as a delinquent account

Bylaws Committee:
● No Updates – Amended May 2025
Will discuss about having late fee to be increase in the Spring.

Communications Committee:
● The Delmar Assessment information will go out per mail in March 2026. If you are not able to attend the annual meeting to pick up your beach passes and would like them mailed, please send a stamped SAE (self- addressed envelope) with your dues.
● We encourage members to provide us with an email address to continue to enhance communication as we move forward.
As board we are reaching out to residents via email, text, kiosks, and social media – asked if any other form anyone wanted – no response

Beach Committee:
● Updates on discussion of maintenance, pier service & repairs given by Kitty Gibblin
Seaweed removal 2 times this year. Will try at 2 times for next year. Pier out around Oct 15th. Potties and garbage stop for Nov 1
Kurt had gotten a quote for a FOREVER Pier – quote for $160,909
Kurt discusses re: Pier — get 2 extra sections of the pier, work on sections of the pier at a time to get to where they are stained. Ron project to talk to Austin Pier for price of 2 sections. Dan willing to help. Call or email him.
Goose poop discussion – power washer, self-drawn. Price around $150
● We would like to plan a Lake Improvement Day in the Spring for work at the beach on Saturday May 5th following the Annual Meeting

Park Committee:
● Updates given by Craig Davis
Rutes in the ballfield – hard to work up. Fence around basketball court and pickleball court – snow fence
Please don’t plant pumpkins in the park. Getting estimates for pressure wash
● We would like to plan a Park Improvement Day this in the Spring for work at the park on Sunday May 3rd at 10:00 AM
No one showed up for spring clean up
Kurt trying to get estimates regarding camera system at the beach and park. Under $5000 threshold Dan suggested to have a camera on the drain pipe. The arm at the beach and sensors should not be affected. Tuesday meeting with Haverson – more clickers coming.

6. New Business
● Discussion and vote on special assessment to cover beach drainage cost. Cost per tax key would be $150 and due by December 31st, 2025
● Continuation of Delmar Picnic & 4th of July Celebration
Looking for help – no one reached out at the end of the meeting
● Delmar Want/Wish List
Maybe the wish list to be on the website – residents seemed very opened to this idea
● Other comments/suggestions for subdivision
Mason has had car break-ins. Please remember to lock your cars. Kurt suggested a neighborhood watch but we need volunteers for this to work. Other suggestion from a resident was to just go out and meet your neighbors
Tell real estate agents to get email and cell phone # of the new buyer of the property so that we can reach out to them

Annual Meeting for 2026 will be held on 5/2/26 at the Park Pavilion at 10am.
